The EEO Administrative Complaint Process has two stages:
Stage One: Informal Pre-Complaint - The Informal Complaint is the first stage of the federal EEO administrative complaints process. The purpose of the Informal stage is to provide individuals with information about their EEO rights and responsibilities. During this stage, the EEO Counselor or a Mediator attempts to resolve the dispute at the lowest possible level. If there is no resolution at the informal stage, the Counselee may file a formal complaint.
Stage Two: Formal Complaint - The filing of the formal complaint of discrimination starts the second stage of the EEO complaint process. At this stage, the complaint allegation(s) are reviewed, and will be either accepted or dismissed. Accepted claims are then investigated by an EEO Investigator.
Our team determines the claim and bases raised by a potential complaint; conducts inquiries during the initial interviews to identify jurisdictional questions; seeks resolution of a dispute at the lowest possible level through informal counseling or through alternative dispute resolution; and ensures prompt and efficient processing of formal complaints.

Our office is impartial in the administration of these regulations. We neither represent the employee filing the complaint nor the management official(s) named in the complaint. Our role is to administer the regulations neutrally and fairly, to inform all parties of their responsibilities, and to detail what can be expected during each stage of the process. Our approach is driven by personalized customer service and a focus on ensuring that all parties have the information that they need to make informed decisions throughout both stages of the complaint process.
